The Town Board of the Town of Philipstown held their Weekly Meeting at 7:30 p.m. at the Town Hall, 238 Main Street, Cold Spring, New York on the above date.

Present: William Mazzuca - Supervisor

Betty Budney - Councilwoman

Al Hosmer - Councilman

Anthony Merante - Councilman

Edward Engelbride - Councilman

Jennifer VanTuyl - Town Attorney

AGENDA

1. Scoping Session for the Garrison Golf Club Proposed Planned Development District.

Glen Watson explained that the purpose of this meeting is to discuss the proposed Scope and Environmental Impact Statement for the Garrison Golf Course. This is an application before the Town Board to create a Planned Development District on that site which would allow for the reconstruction and enlargement of certain uses on the course. Presently, there is a restaurant with a banquet facility, clubhouse, pro-shop, barn, maintenance buildings

Tim Miller proceeded to review the draft scope. Councilman Engelbride expressed his concern with the proposed phases of the project and itís administration.

Tim Miller noted that there have been some problems with wells that were installed a few years ago, which have since been approved by the Health Department. Therefore, Chapter B, Section 2 would relate to the additional water demand associated with the banquet facility and domestic water in combination with the use of those wells. He noted that the whole system would need to be tested.

When reviewing Chapter D, there was some concern with the access drive into the golf course from Route 9. Mr. Miller explained that the NYSDOT had looked at this intersection some years ago, and expressed concern about the location of the stone pillars at the gate as not being sufficiently wide enough to allow two cars to pass each other. He feels that this matter should be addressed and documented. Mr. Miller stated that there could be some su

Mr. Miller suggested that peak parking utilization for each proposed use is reviewed. The concern is that with multiple activities taking place on the site would there be ample parking should those uses overlap. Tim Miller suggested that Mr. Watson provide some proposals i.e. valet parking.

Tim Miller reviewed Chapter E and suggested that emergency services are supplied with plans of the proposed Planned Development District for their review and comments. Councilman Merante asked if there is any indication that special fire apparatus will be required. Glen Watson responded stating that the fire company may require a dry hydrant on the site; he added that the building is within the height limitations requiring no special apparatus to

Jennifer VanTuyl commented that evening activities during the summer months could generate noise impacting the neighborhood; she suggested that this should be considered in the scope.

Tim Miller addressed Chapter V, Alternatives; SEQA regulations indicate that the alternatives should be consistent with the applicantís goals and objectives. The disposition of the property in the event that the project fails and the relationship between uses should be added to this section.

Supervisor Mazzuca turned to the phasing of this project; asking how important it is in the Townís deliberations. Tim Miller stated that there is some value in understanding the sequence of development as it relates to the provision of infrastructure. Mr. Miller gave some examples of the sequence. Jennifer VanTuyl responded by saying that anyone can receive an approval for a project and then not build it, however, it is not a violation of the law. She noted that is why the Town may want conditions placed on the applicant. Also, the Town may want the Planning Board to review the project between phases. Establish

RESOLUTION #61-01

The following Resolution was presented by Councilman Merante, seconded by Councilman Hosmer;

RESOLVED, that the Town Board of the Town of Philipstown hereby approves the Scoping Document for the Draft Environmental Impact Statement for the Proposed Garrison Golf Club Planned Development District as amended on January 24, 2001.

There being no further comments from the audience Councilman Hosmer made a motion, seconded by Councilwoman Budney to close the Scoping session at 9:00 p.m.
