Phillipstown Town Board

The following resolution was presented by Councilwoman Budney seconded by Councilman Hosmer and unanimously adopted:

RESOLVED, that the Premier National Bank, Cold Spring, New York be, and the same hereby is designated as the bank in which all Town Officers shall deposit monies coming into their hands by virtue of their offices.

The following resolution was presented by Councilman Hosmer, seconded by Councilman Merante and unanimously adopted:

RESOLVED, that the Supervisor be, and he hereby is authorized to deposit town funds in one or more NOW accounts, money market accounts, and/or Certificates of Deposit with the Townís official depository bank, providing said deposits allow monies to be available or come due timely to permit the Town to meet itís financial obligations.

The following resolution was presented by Councilman Merante, seconded by Councilman Engelbride and unanimously adopted:

RESOLVED, that the following named Town Officers shall be compensated for the use of their automobiles in the performance of their official duties at the rare of $.26 per mile:

Supervisor Mazzuca, Councilman Hosmer, Merante, and Engelbride, Councilwoman Budney, Assessor Ritchie, Kenney and Nichter, Town Clerk McGrath, Code Administrator Tom Monroe and Clerk to the Supervisor Susan Kenney and other persons authorized by the Town Board.

The following resolution was presented by Councilman Engelbride, seconded by Councilwoman Budney and unanimously adopted:

RESOLVED, that the regular monthly meeting of the Town Board of the Town of Philipstown be held at 8:00 p.m. on the first Thursday of each month, except when the same falls upon a legal holiday, in which case the regular monthly meeting shall be held upon the following Thursday or such day as shall be determined by the Town Board at the regular meeting preceding such legal holiday.

BE IT RESOLVED, that the Town Board may hold monthly meetings at various locations in the Town.

The following resolution was presented by Councilwoman Budney, seconded by Councilman Hosmer and unanimously adopted:

RESOLVED, that the Town Board may meet every Wednesday evening at 7:30 p.m. at the Town Hall, 238 Main Street, Cold Spring, New York to discuss and act upon such business as may come before the Board.

The following resolution was presented by Councilman Hosmer, seconded by Councilman Merante and unanimously adopted:

RESOLVED, that Gary Ritchie, Sr. be appointed Chairman of the Board of Assessorís at an annual salary not to exceed the amount set forth in the 2001 budget.

The following resolution was presented by Councilwoman Budney, seconded by Councilman Merante and unanimously adopted:

RESOLVED, that Donald J. McGrath be appointed as Registrar of Vital Statistics for the Town of Philipstown and that his compensation be the fees allowed by law.

RESOLVED, that Susan DiStefano be appointed Clerk to the Board of Assessors at an annual salary not to exceed the amount set forth in the 2001 budget.

RESOLVED, that Marlene Bowman be appointed Clerk to the Town Justices at a salary not to exceed the amount set forth in the 2001 budget.

RESOLVED, that the Putnam County News and Recorder is designated as the official Town newspaper.

RESOLVED, that Frank Weise be appointed Deputy Highway Superintendent not to exceed the amount set forth in the 2001 budget.

The following resolution was presented by Councilman Merante, seconded by Councilwoman Budney and unanimously adopted:

RESOLVED, that the school crossing guard at the Garrison School be compensated as per budget allocations not to exceed the amount set forth in the 2001 budget.

RESOLVED, that Supervisor Mazzuca act as Budget Officer for the Town of Philipstown at a salary not to exceed that set forth in the 2001 budget.

RESOLVED, that Susan Kenney be appointed Assistant Budget Officer at a salary not to exceed that set forth in the 2001 budget.

RESOLVED, that Diane Barton be appointed Water Bill Collector for the Continental Village Water District.

RESOLVED, that the following members be appointed to the Advisory Committee for the Philipstown Continental Village Park District:

Town Clerk/Tax Collector - not to exceed $500.00 at a time

Superintendent of Highways - not to exceed $100.00 at a time

Board of Assessors - not to exceed $65.00 at a time

Recreation Department - not to exceed $100.00 at a time

Code Administration - not to exceed $50.00 at a time

RESOLVED, that the Recreation pay scale for 2001 as set forth below is hereby adopted:

CSEA Senior Typist, Typist, Clerk, Maintenance

No overtime remuneration for permanent staff. Compensation time may be accrued but used within 6 months. Approval by Commission, Department Head or designated official.

Putnam County Personnel Department classification for part-time employees is "Recreation Assistant", so noted on personnel forms submitted for every employee initially, and resubmitted when there is a change in position or hourly wage.

The maximum number of hours per week a part-time employee may be employed is 17.5 hours per week, and may not exceed 910 hours per year (based on a 35 hour week of permanent staff).

Anyone hired as a permanent or part-time employee may hold two positions provided that the job description is significantly different.

We are required by Federal Law to pay minimum wage, except during camp season for Counselor-In-Training positions.

RESOLVED, that the Philipstown Town Board hereby sets the hourly wages for part-time stenographers and part time clerks at the following rates for 2001:

Rose Champlin, Wetlands 13.50 per hour

Anne Gallagher, Planning Board Secretary 14.25 per hour

Sandy Faloon, Justice Clerk 10.00 per hour

Patty Watkins, Highway Clerk 10.00 per hour

Kim Shewmaker 10.00 per hour

RESOLVED, that items for the Regular Town Board Agenda be submitted no later that than the Friday preceding the first Thursday of the month.

RESOLVED, that Supervisor Mazzuca be appointed voting delegate to the Annual Association of Towns Meeting. Town Clerk McGrath was appointed alternate delegate in the event Supervisor Mazzuca is unable to attend.

RESOLVED, that Thomas Monroe be appointed Code Administrator at a salary not to exceed the 2001 budget.

RESOLVED, that Michael Musso is appointed Chairman of the Conservation Advisory Committee.

RESOLVED, that Gretchen Sprague be appointed as Chairwoman of the Wetlands Committee.

RESOLVED, that Beverly Hotaling is appointed as Clerk to the Highway Department at a salary not to exceed that set forth in the 2001 budget.

WHEREAS, the Town Board has organized the Office of the Town Attorney, and it wishes to appoint Counsel to the Town Attorney as provided and fix their compensation for 2001.

NOW, THEREFORE BE IT, RESOLVED as follows:

Robert Lusardi is appointed to serve at the pleasure of the Town Board as Counsel to the Town Attorney to handle Code Prosecutions, advise the Code Administrator Officer and shall be compensated at a rate of $125.00 per hour.

The following resolution was presented by Councilman Merante, seconded by Councilwoman Budney and unanimously adopted:

RESOLVED that Jennifer Van Tuyl and Timothy Pagones are appointed as Consul to the Town Attorney to serve at the pleasure of the Town Board, to advise the Planning Board, the Zoning Board of Appeals and handle special Land Use issues.

Attorney Van Tuyl shall be compensated at the rate of $125.00 per hour and Attorney Pagones shall be compensated at the rate of $85.00 per hour.

RESOLVED that Kevin Dowd of the firm Drake, Sommers, Loeb, Tarshis & Catania, P.C. of Newburgh, New York is appointed as Counsel to the Town Attorney to serve at the pleasure of the Town Board, to render advice to the Conservation Advisory Council, Recreation Department, Wetlands Committee, and to handle Real Property matters, contracts, bids, Special Legislation, and such other matters as may be assigned to him from time to time by the

Supervisor Mazzuca appointed Susan Kenney Clerk to the Supervisor.

Town Clerk McGrath appointed Dorothy Turner and Tina Merando to be his Deputy Town Clerkís and Deputy Tax Collectors at a salary not to exceed that set forth in the 2001 budget.

Town Clerk McGrath appointed Dorothy Turner to be his Deputy Registrar of Vital Statistics for the Town of Philipstown and Tina Merando to be Sub-Registrar and their compensation be the fees allowed by law.
